The two side cross pieces are at the same height in our assembly instructions but the holes are such that they are even with the middle shelves as shown in the picture. We didn’t use the hanging hooks but if you do, you might want to put them in place before tightening the adjacent middle shelf. We left off the trash bag holder – if you plan to do that as well, then the length of the cart is ~38 inches (consideration for the cover you might get). Our 20lb propane tank fits easily on the bottom shelf under the higher middle shelf.
